DescriptionThePurchasing Agentwill perform complex professional federal procurement and contracting support services for the Countyin a fast-paced industry that drives innovation and efficiency. This position processesformal written bids and requests for proposals or statements of qualifications for professional services and construction of public works projects.Compile information for final contracts for review by County Attorney. Advise contractors and end-users of bid award and insurance requirements.This rolewill befunded by the American Recovery and Plan Act (ARPA)providing an opportunity to work onprojects that will directlyaffectyour local communityin getting back on our feet post pandemic.This position provides you the opportunity to work for a county that thrives on innovation, overcoming challenges, and process improvement.This position operates on our four-day work week (Monday-Thursday). Essential DutiesProcessformal bids and requests forproposal:
- Review and processformal written bids and requests for proposals or statements of qualificationsfor professional services and construction of public works projects.
- Review specifications and statements of work and obtain clarification from divisions/offices as needed.
- Compile bid documents, coordinate pre-bid opening communications between contractors and technical staff, schedule and conducting pre-bid conferences, conduct public bid openings and initiate the review and evaluation of vendors' written bids and proposals.
- Determine compliance with stated specifications and conditions.
- Perform contract negotiations when needed and participate in vendor selections and recommendations as required. Decide on appropriate negotiation tactics and goals.
- Administer the contract routing process for goods and services acquired through the competitive process. Determine if specifications are complete.
- Determine if bid waiver requests, solicitations or purchase order requests are complete and compliant and therefore entitled to approval.
- Determine whether bids/proposals are responsive.
- Ensure compliance with established policies, procedures and legal requirements.
- Develop, plan and determine appropriate method of procurement.
- Provide guidance in the development of the Statement of Work.
- Assure vendor compliance with contract terms and conditions.
- Facilitate review of vendor agreements, and terms and conditions by county attorney. Determine whether vendor's terms and conditions are acceptable to the county or if they require negotiation.
- Review contract/purchase order terms and conditions for appropriateness for specific goods/services.
- Research product availability, prices and sources to enhance knowledge of current price trends.
- Ability to foresee future potential or projects and proactively take steps to work with the department(s) to address strategic needs for the County.

- Bachelor's degreefrom an accredited college or university in Supply Chain Management, Business Administration, Finance, or a related field and
- At leastone year of related work experience performingpublicprocurement activitieswith federal funding, such as preparing and issuing Requests for quotes and competitivesolicitations for contracted services
- or any equivalent combination of education and experience.
- High school graduate w/ 4 years of the related work experience mentioned above. (Pleasereviewcertificationrequirement below)
- Associates Degree w/ 3 years of the related work experience mentioned above.
- Three or more years of year of related work experience performingpublicprocurement activitieswith federal funding, such as preparing and issuing Requests for quotes and competitive solicitations for contracted services.
- Government Procurement experience
- 2CFR200 Experience, knowledge and understanding
- Knowledge of business principles, such as purchasing, business and contract law.
- Advanced oral and written communication skills.
- Intermediate math and accounting skills.
- Workday or otherERPsoftware
