Position Summary
PeopleForBikes is hiring an Infrastructure Analytics and Research Manager or Infrastructure Data and Research Analyst, depending on the applicant pool.
The position will advance PeopleForBikes’ efforts to make the U.S. the best place to ride a bike in the world by developing, managing, and evolving PeopleForBikes' infrastructure measurement and analysis tools, coordinating research projects, and providing technical support to enhance bike infrastructure nationwide.
Responsibilities include collaborating with various partners and presenting findings to partners, funders, product users, and others at conferences, webinars, and workshops. The successful candidate will harness the power of data and research and assist PeopleForBikes’ marketing and communications team in translating that information into compelling storytelling to support the construction of safe and connected bike networks and reducing barriers to bicycling.
The position reports to the Vice President of Infrastructure. The preferred location is near PeopleForBikes’ Boulder, Colorado, office. Candidates who can work remotely and travel to Boulder regularly, as well as to donors across the U.S., will also be considered. Candidates should possess an entrepreneurial mindset, be self-motivated, and comfortable working on their own.
Responsibilities
- Develop and deliver valuable resources to measure PeopleForBikes’ progress in advancing better bike infrastructure nationwide that gets more people riding bikes more often and meets the needs of local governments, advocates, bike industry partners, funders, and other community partners.
- Manage the ongoing operations and development of PeopleForBikes’ infrastructure-focused measurement and analysis tools, which include the City Ratings program, Bicycle Network Analysis (BNA) tool, Recreational Access tool, National Bike Project Tracker, and Protected Bike Lane Inventory.
- Evolve PeopleForBikes’ infrastructure-focused measurement and analysis tools and create additional functionality to enhance efficacy, ease of use, and analytic capability. Develop and regularly update a road map that sets a vision for and guides these tools.
- Manage the ongoing growth and maintenance of PeopleForBikes’ infrastructure-focused research resources including the online research library and new research projects that communicate the impact of PeopleForBikes’ work to create better bike infrastructure. - Oversee the development of new research and studies to advance infrastructure and meet the needs of local governments, advocates, bike industry partners, funders, and other community partners. Propose new approaches, methods, and technologies to advance this work.
- Coordinate with a variety of partners including urban design firms, software developers, program users, industry members, funding partners, and partner organizations to advance and inform the growth and development of PeopleForBikes’ infrastructure-focused measurement tools and research resources.
- Identify, acquire, clean, analyze, and visualize datasets, including publically available data (e.g., American Community Survey, OpenStreetMap, etc.) and primary data sources (e.g., the PeopleForBikes Community Survey and City Snapshot).
- Update, aggregate, and analyze Bicycle Network Analysis (BNA) data annually to inform annual City Ratings results.
- QA all software development work completed by contractors.
- Draft and review code to update BNA software for continued alignment with national infrastructure standards, OpenStreetMap data standards, and the latest U.S. Census data.
- Provide support to local government and advocacy partners and other external stakeholders on using, updating, and analyzing PeopleForBikes’ infrastructure-focused measurement tools, research resources, and other analytic products. This includes producing written technical documentation, blog posts, webinars, and trainings.
- Present PeopleForBikes’ infrastructure-focused measurement tools, research resources, and other analytics products at conferences, webinars, and other workshops, both in person and virtually.
- Other duties as assigned.
Required Qualifications

- Bachelor’s degree in Urban Planning, Geography, Geographic Information Science, Computer Science, or related field.
- Two to three years of experience within a government agency, consulting firm, nonprofit, academic institution, or related organization. Additional education such as a Master’s degree or PhD may be substituted for experience.
- Expertise in editing and interpreting OpenStreetMap data and OpenStreetMap tagging schemes (especially bike-related tags), Python or R, GIS software including ArcGIS or QGIS, conducting vector-based spatial data analysis, and working with U.S. Census data and related data sets and boundary files.
- Proficiency in Microsoft Office, Google Suite, Felt, Prismic, Git, Amazon Web Services, Shell scripting, SQL, PostGIS/PostgreSQL, and pgRouting.
- Understanding of Bicycle Level of Traffic Stress Framework.
- Ability to oversee consultants developing data tools, back-end products, and front-end software that power the City Ratings program, Bicycle Network Analysis (BNA) tool, Recreational Access tool, and National Bike Project Tracker.
- Our office is ADA-accessible. This role will require the use of a laptop for several hours and the ability to lift and move packages.

Compensation and Benefits
This “at-will” position offers a competitive salary commensurate with experience. The title and salary range will be decided based on the applicant selected with a range of $65,000 to $80,000. Location
PeopleForBikes is based in beautiful Boulder, Colorado. This position can be remote. However, if you are in the Denver metro area, we require people to be in the office about two days per month. We encourage people to come in on Thursdays with lunch and bike rides.
