The Emergency Response Planner is responsible for coordinating all-hazards public health preparedness projects for the Jefferson County Public Health Department (JCPH) Emergency Preparedness and Response (EPR) Program. This position manages multiple projects including writing and updating public health emergency response plans from exercises and real-world events that are aligned with local and national guidelines, strengthening and coordinating JCPH’s emergency volunteer program, resource management, collaborating with health and medical partners (ESF8), and operating in key functional and leadership roles during responses to actual incidents. These include processing supply orders, managing inventory and distribution across the county, managing special deliveries, and facilitating and participating in meetings and exercises. This position will also participate with other EPR Planners on the response team with developing and building out ongoing response procedures.

The Ideal Candidate

The Emergency Response Planner excels at providing a high level of strategic coordination, has experience with volunteer management and has a special skillset of all things related to people management. The candidate develops strong relationships across the county, has exceptional communication and organizational skills and is an expert at multi-tasking. This position needs to be comfortable with volunteer program coordination, project, and event management. The candidate regularly interacts with other county departments and external agencies throughout the region and state.

The ideal candidate excels at running and facilitating large, public-facing meetings in an efficient and professional manor. The candidate will outline and draft correspondence, documents, and meeting presentations. This person must be innovative, politically minded, polished, and relentlessly detail oriented. The candidate must also have the proven ability to move between diverse tasks with ease and must thrive in a fast paced and dynamic environment with constantly evolving priorities.

Schedule: This is a standard, full time, hybrid position that requires both in-office and remote work. This job is scheduled Monday-Thursday as a part of our county-wide 4-day work week; however, there is flexibility within scheduling. This job is additionally part of an on-call rotation, responding to public health emergencies.

Compensation:

Hiring Range: $61,268 - $68,536 USD Annual

Compensation will be determined based on education, experience, and skills.

Essential Duties:

  • Assists with development and maintenance of all-hazards public health preparedness plans, including emergency planning, preparedness, response and recovery efforts for the department and collaborates with local and regional partners.
  • Continuously reviews and analyzes emergency plans and makes recommendations to revise, update and improve to effectively handle emergencies. Develops new plans as needed. Ensures all plans conform with federal and state requirements.
  • Effectively utilizes principles and methods of project management and evaluation including analysis, evaluation and report writing.
  • Operates in Command and General staff positions or advisory roles during responses to real world incidents. Staffs the Emergency Support Function (ESF) #8, Public Health and Medical position in the county Emergency Operations Center during incidents and exercises.
  • Serves as part of an on-call rotation for urgent business hours and after-hours calls related to emergency preparedness and response/incident management. After-hours response may be needed depending on scope of incident, even when not on call.
  • Assists with development of public health emergency preparedness training and exercise programs and participates in municipal, county, and regional trainings and exercises.
  • Coordinates and participates in communication drills to ensure functional communication systems.
  • Collaborates with and supports activities of the JCPH Epidemiology, Planning and Communications Division as well as other local and regional planning to facilitate on-going emergency preparedness activities. Aids in the identification and corrective action for the areas of improvement identified during trainings, exercises, and real-world incidents.
  • Collaborates with the EPR Training and Exercise Coordinator to develop and conduct educational trainings and presentations, and outreach programs for staff, volunteers and the community.
  • Submits documentation for grant deliverables and statutory requirements into Colorado Department of Public Health and Environment (CDPHE)and Center for Disease Control (CDC) systems by deadlines.
  • Participates in the local healthcare coalition to promote, develop, and enhance cross-jurisdictional and cross-disciplinary coordination and planning efforts across the region’s health and medical systems. Works closely with pre-hospital and hospital providers, ancillary healthcare providers, local and state public health entities, local and state emergency management and other key planning and response agencies, to accomplish this.
  • Collaborates with all JCPH divisions and private and public organizations that have operational roles in emergency situations to support a public health response.
  • Gathers, analyzes, and distributes public health information concerning the emergency.

Minimal Qualifications:

  • Bachelor’s degree;
  • Plus, a minimum of one year of experience, preferably with resource mobilization experience;
  • Or an equivalent combination of education & experience.

Preferred Knowledge, Skills and Abilities:

  • Master’s degree
  • Previous experience in public health preparedness.
  • Understanding of overall health and medical emergency response.
  • Understanding of resource mobilization and logistics.
  • Desire to improve community resilience to public health emergencies.
  • Comfortable speaking and presenting to large, diverse groups of people in a variety of settings.
  • Excellent communication and customer service skills (written and verbal).
  • Excellent organization skills; ability to balance multiple responsibilities while working independently.
  • Ability to build strong relationships with different communities
  • Strong time management and prioritization skills
  • More than one year in volunteer program coordination, project/program management, event management, public relations, or similar.
  • Previous experience working with local government, not-for-profit organizations, or an open space program.
